Ahead of the 2024 Jharkhand Assembly elections, the INDIA bloc—an alliance of Congress, Jharkhand Mukti Morcha (JMM), Rashtriya Janata Dal (RJD), and CPI-M—has launched a unified manifesto offering “7 Guarantees” aimed at uplifting and empowering the state’s residents. In a high-profile gathering on Tuesday, Congress President Mallikarjun Kharge, Jharkhand in-charge Ghulam Ahmed Mir, Chief Minister Hemant Soren, and other prominent alliance members outlined their plans, presenting a range of promises focused on social welfare, employment, and education.
7 Key Guarantees for Jharkhand Residents:
- Affordable LPG: A key pledge includes LPG cylinders at a reduced price of Rs 450 for each household.
- Employment Generation: The bloc has committed to creating 10 lakh jobs, prioritizing local employment opportunities.
- Expanded Ration and Honorarium for Women: Each resident would receive 7 kg of ration monthly, and women would be provided an honorarium of Rs 2,500.
- Enhanced Reservation Policy: The manifesto proposes a 28% reservation for Scheduled Tribes (ST), 12% for Scheduled Castes (SC), and 27% for Other Backward Classes (OBC).
- Educational and Healthcare Infrastructure: New degree colleges will be established in each block, with medical, engineering colleges, and universities set up at district headquarters. Additionally, health insurance coverage would increase to Rs 15 lakh per family.
- Agriculture Support: The Minimum Support Price (MSP) for paddy would be raised to Rs 3,200, while other crops would see a 50% MSP increase.
- Sarna Religion Code and Policy on 1932 Khatiyan: The alliance aims to implement a policy recognizing the 1932 Khatiyan and will pursue the formal introduction of the Sarna religion code to honor indigenous beliefs.
Chief Minister Hemant Soren emphasized the bloc’s commitment to these guarantees, stating, “All leaders of the Mahagathbandhan gathered here today to release the 7 guarantees that will be prioritized if we form the government in the state.” He conveyed confidence that these promises reflect the needs of the people and are structured around a feasible budget.
Congress President Mallikarjun Kharge reinforced Soren’s message, asserting, “These seven guarantees are for the public. These are the do-able guarantees, and we have put forward these guarantees as per our budget.” He expressed confidence that the people of Jharkhand would see through efforts by other parties to gain control in the region, specifically targeting Prime Minister Modi, Union Home Minister Amit Shah, and other leaders campaigning intensively in the state.
Addressing supporters in Jharkhand’s Mandu, Kharge further said, “There are 81 assembly seats in Jharkhand, but ministers and Chief Ministers from Assam and other parts of India are campaigning here. Their objective is to snatch Jharkhand and remove a tribal CM… But Hemant Soren will again be Chief Minister.”
