Modi Govt 3.0: Battle For Lok Sabha Speaker's Post Intensifies Amid Coalition Dynamics

After the recent elections, the BJP swore in its new cabinet just four days after the verdict, despite falling short of a majority and needing to negotiate with allies like N Chandrababu Naidu's TDP and Nitish Kumar's JDU. This quick action contrasts with previous Modi administrations, which took 10 and seven days to form.

A pressing question now is who will be appointed as the Lok Sabha Speaker. Both the TDP and JDU, key allies in this election, are vying for the position. However, as per NDTV, BJP sources indicate reluctance to cede this influential role.

Per the Constitution, the Speaker's post becomes vacant before the new Lok Sabha's first meeting. The President appoints a pro-tem Speaker to swear in the new MPs, followed by the election of a permanent Speaker by a simple majority. While no specific criteria exist for the Speaker's role, knowledge of the Constitution and parliamentary rules is advantageous. Sumitra Mahajan and Om Birla served as Speakers in the previous two BJP-majority Lok Sabhas.

The Speaker must remain non-partisan despite being elected as a party representative. Historical examples include Congress veteran N Sanjiva Reddy, who resigned from his party after becoming Speaker, and others like PA Sangma, Somnath Chatterjee, and Meira Kumar, who pledged to serve the entire House rather than their parties. Notably, Chatterjee was expelled by the CPM for maintaining a non-partisan stance during the 2008 no-confidence motion against the UPA government.

Political veterans N Chandrababu Naidu and Nitish Kumar seek the Speaker's post as a safeguard against potential party splits and government topplings. The anti-defection law grants the Speaker significant power in disqualifying members for defection. Kumar has previously accused the BJP of attempting to destabilize his party, emphasizing the importance of the Speaker's role as a protective measure.
