Born on December 1, 1959, in Badagaon, Madhya Pradesh, Shivmangal Singh Tomar is the son of Janak Singh Tomar and Kaushalya Devi. He pursued higher education at Jiwaji University in Gwalior, earning a Bachelor of Science (B.Sc.) degree followed by a Bachelor of Laws (LL.B.) in 1990.
