In the wake of a horrific stampede that killed 11 people and injured over 50 during celebrations of Royal Challengers Bangalore’s IPL victory, the Karnataka government has unveiled a strict new Crowd Control Bill that promises hefty fines and jail terms for event organisers found guilty of negligence.
The draft bill, accessed by NDTV, proposes that event planners who fail to seek permission, mishandle crowd control, or refuse compensation to victims may face up to three years in prison and fines ranging from ₹50,000 to ₹5 lakh.
"If the event planner does not apply before conducting the event or fails to control the crowd gathered and fails to give the compensation... shall be punished with imprisonment for a term which may extend to three years or with fine up to five lakhs rupees or both," reads the bill.
This legislative push comes after the June 4 stampede outside Bengaluru’s iconic M. Chinnaswamy Stadium, where hundreds of thousands of frenzied fans assembled to celebrate RCB’s historic first IPL title win. Despite the stadium's 35,000 capacity, authorities estimate that 2 to 3 lakh people swarmed the area, overwhelming law enforcement and emergency services.
Eyewitnesses described a chaotic scene, with barricades collapsing and people getting trampled as the crowd surged. The tragedy has sparked widespread public anger, with many blaming event mismanagement and poor preparation.
The new regulations, expected to be tabled in the upcoming legislative session, will not only apply to sports celebrations but also commercial events, circuses, concerts, and public gatherings. Organisers will be mandated to coordinate with police and civic authorities in advance and adhere to strict safety protocols.
