Election Commission Launches Second Phase Of Special Intensive Revision Across 12 States And UTs

In a significant move to strengthen the electoral process, the Election Commission of India (ECI) on Monday announced the launch of the second phase of the Special Intensive Revision (SIR) of electoral rolls. The initiative will be implemented across 12 States and Union Territories (UTs) to ensure greater accuracy and inclusion in the voter lists.

Chief Election Commissioner (CEC) Gyanesh Kumar, while addressing a press conference at Vigyan Bhavan in New Delhi, said, “The second phase of the Special Intensive Revision is about to be carried out in 12 States and Union Territories.”

The 12 States and UTs included in this phase are Andaman & Nicobar Islands, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal.

Clarifying the process, the CEC stated that no mandatory documents will be required during the enumeration phase. However, the Commission has shared a list of “indicative but not exhaustive” documents that may be used for verification purposes.

According to the ECI, the acceptable documents include:

Any identity card or Pension Payment Order issued to a regular employee or pensioner of the Central or State Government, or a Public Sector Undertaking (PSU).

Any identity card, certificate, or document issued by Government authorities, local bodies, banks, post offices, LIC, or PSUs before July 1, 1987.

Birth certificate issued by a competent authority.

Passport.

Matriculation or educational certificate from a recognized board or university.

Permanent residence certificate issued by a competent State authority.

Forest Rights Certificate.

OBC, SC, or ST caste certificate issued by a competent authority.

National Register of Citizens (where applicable).

Family register maintained by State or local authorities.

Land or house allotment certificate issued by the Government.

Aadhaar card — as per the Commission’s directions issued via letter No. 23/2025-ERS/Vol.II dated September 9, 2025.

The Election Commission has emphasized that the Special Intensive Revision aims to update and purify electoral rolls by identifying eligible voters, removing duplications, and addressing discrepancies.
