In a strong address at the inaugural session of the Anti-Terror Conference 2024, Union Home Minister Amit Shah warned that terrorism has now become borderless and invisible, presenting an evolving challenge to security forces globally. He stressed the importance of cutting-edge technology and advanced training for law enforcement to counter these emerging threats effectively.

"Terrorist attacks and their conspiracies are against us in a borderless and invisible manner. If we are to deal with these challenges accurately, our young officers need to be equipped with the highest technology and properly trained," Shah said. He emphasized that the government plans to integrate this technological training into police curricula in the coming years to enhance preparedness.

Shah also highlighted the Home Ministry?s proactive approach to combating terrorism, revealing plans to introduce a National Counter Terrorism Policy and Strategy. This new strategy aims to strengthen India?s defense against terrorism, its perpetrators, and the entire terrorism ecosystem. He clarified, however, that while the central government provides support, the primary responsibility for combating terrorism lies with the state police.

"The police are a state subject, and the fight will have to be done by state police. All central agencies will support you?from providing information to assisting in action," Shah added, reiterating the collaborative approach necessary to tackle the complex threat of terrorism.

The Home Minister also praised Prime Minister Narendra Modi's zero-tolerance policy toward terrorism, noting that it has earned global recognition. "In the past 75 years of independence, 36,468 police personnel have sacrificed their lives to protect our borders and maintain internal security. I salute their spirit of sacrifice and extend my gratitude to their families," Shah said.

Shah further acknowledged that, under Modi?s leadership, India has taken a robust stand against terrorism. "The government's strategy, solidified in the past 10 years, has made India's zero-tolerance policy towards terrorism a globally accepted approach. We have built a strong ecosystem to fight terrorism," he added.

The Anti-Terror Conference 2024, organized by the National Investigation Agency (NIA) under the Ministry of Home Affairs, brings together senior police officials, central agency officers, and experts from diverse fields such as law, forensics, and technology. The conference aims to foster collaboration among stakeholders, adopting a "Whole of the Government" approach to counter terrorism more effectively.

Discussions throughout the two-day event will focus on various counter-terrorism challenges, including evolving legal frameworks, international cooperation, and strategies for dismantling terrorist networks across India.

This conference underscores India?s ongoing commitment to strengthening its counter-terrorism efforts and creating an environment of coordinated action across all levels of government and law enforcement agencies.
