In a significant organisational shift, the Congress party has announced that grassroots leaders who perform well in the upcoming panchayat elections in Uttar Pradesh will be given preference for tickets in the 2027 Assembly elections. The move is part of a focused strategy to rebuild the party’s presence in India’s most politically crucial state through data-driven, performance-based leadership selection.
Under the leadership of state unit chief Ajay Rai, the party has launched a 100-day organisational programme aimed at strengthening its base from the booth level up to the district level. As part of this programme, all 403 assembly constituencies in the state are being categorised into A, B, and C groups based on local political data, leadership feedback, and voter dynamics. This segmentation will guide future campaigning and resource allocation.
Ajay Rai has confirmed that the Congress will contest the panchayat polls independently and use them as a litmus test to assess the leadership capabilities of local workers. “The selection of candidates for the Assembly elections will be done through an organisation-based model, not on the basis of individual preferences,” Rai said, indicating a clear break from earlier practices where loyalty often outweighed fieldwork.
The Congress has already completed the formation of its district and city committees and is now moving toward appointing ward and block-level presidents. Dedicated coordination teams have been deployed to monitor progress, gather feedback, and report from each constituency to the central team.
Senior Congress leaders, including former MPs and MLAs, are directly involved in the party’s grassroots restructuring efforts. Their focus is to identify and nurture at least 50 strong candidates for the 2027 Assembly polls, backed by real-time data and consistent public engagement. These candidates will be chosen based on their demonstrated ability to organise, mobilise, and connect with voters in their local areas.
The new approach comes at a time when alliance politics in Uttar Pradesh are in flux. The Samajwadi Party has hinted at limited seat-sharing arrangements for the 2027 elections, prompting Congress to strengthen its own ground game and bargaining power. By building a cadre of strong, locally rooted candidates, the Congress aims to increase its political leverage in any future alliance talks.
Congress leaders believe that empowering grassroots workers and eliminating top-down candidate selection will not only boost morale within the party but also help regain voter trust. The party’s renewed focus on ground performance, local data, and cadre-driven leadership reflects a strategic shift toward long-term electoral planning in a state that often determines the national political narrative.
