The UK announced a partial suspension of certain arms exports to Israel due to concerns that these arms might be used in "serious violations of international humanitarian law." The decision, disclosed by UK Foreign Secretary David Lammy in the House of Commons, affects approximately 30 out of 350 export licences. However, Lammy emphasized that this does not equate to a blanket ban or arms embargo.

The Labour Party government, which has faced increasing pressure to adopt a tougher stance on Israel amid the ongoing conflict in Gaza, has been scrutinizing its arms export policies since coming into power following the July general election.

Lammy explained that it is the government's legal obligation to review Britain's export licences in light of such conflicts. He expressed regret over the decision, stating, "It is with regret that I inform the House today the assessment I have received leaves me unable to conclude anything other than that for certain UK arms exports to Israel, there does exist a clear risk that they might be used to commit or facilitate a serious violation of international humanitarian law."

The UK does not directly supply Israel with weapons but grants export licences to British companies for selling arms to the country. Monday's action was taken under the strategic export licensing criteria, which prohibits exports if there is a perceived risk of items being used in ways that breach humanitarian law, including humanitarian provision, treatment of detainees, and military campaigns.

Lammy, who initiated the review upon taking office after expressing concerns while in Opposition, assured Parliament that the review was conducted rigorously. He clarified that the review's purpose was not to judge Israel?s actions in international humanitarian law but to assess future risks. "This is a forward-looking evaluation, not a determination of innocence or guilt, and it does not prejudge any future determinations by the competent courts," he said.

Despite the suspension, Lammy reaffirmed the UK's support for Israel's right to self-defense under international law and its commitment to collaborate with Israel in addressing the threat posed by Iran.
