The Ministry of Panchayati Raj on Thursday released the “Status of Devolution to Panchayats in States” report in the national capital, ranking states and Union Territories (UTs) based on their performance in empowering Panchayati Raj institutions. The Panchayat Devolution Index—an evidence-based ranking—evaluates states across six key dimensions.

Karnataka Leads, Followed by Kerala and Tamil Nadu

According to the report, Karnataka secured the top spot, followed by Kerala, Tamil Nadu, Maharashtra, and Uttar Pradesh. The rankings were determined based on six parameters: framework, functions, finances, functionaries, capacity enhancement, and accountability.

Prepared by the Indian Institute of Public Administration (IIPA), the study covered 34 states and UTs and analyzed data from 172 Panchayats across 68 districts. A total of 1,594 respondents participated in the survey.

Key Findings of the Report

  1. Framework: This dimension assessed whether states comply with constitutional requirements like regular elections, reservations, and the establishment of State Election Commissions (SECs).
  2. Functions: The study examined whether Panchayats were given functional autonomy to act as self-governing institutions.
  3. Finances: It measured financial devolution, including fund allocation to local bodies.
  4. Functionaries: The report evaluated the presence and efficiency of local government staff.
  5. Capacity Enhancement: Over the past six years, significant efforts have been made to improve governance at the Panchayat level.
  6. Accountability: This aspect analyzed mechanisms ensuring transparency in local governance.

Challenges in Panchayat Governance

Despite improvements, the report highlighted gaps in synergy between government departments working at the Gram Panchayat level. The lack of coordination often leads to duplication of efforts in rural development programs.

To enhance governance, the study proposed a two-year Local Public Service Management course, similar to an MBA, focusing on public systems, financial management, personnel management, law, and e-governance.
